The agreement, which still has to be be finalised, would be the largest ever settlement imposed by the US Justice Department over claims arising from the economic crisis.
The Justice Department last year reached a $13bn settlement with JPMorgan, and last month announced a $7bn settlement with Citigroup in relation to the same claims.
