On Thursday night Shell submitted a proposal to the Interior Department that would see it set up two rigs in the Shuckchi Sea, which is hoped could yield more than 400,000 barrels of oil a day.
Environmental campaigners have repeatedly claimed Shell is not up to the task of operating in the region, a view given extra weight following the Kulluk accident. The rig broke away from its tow vessel on New Year’s Eve 2012 and was damaged after running aground four days later.
Shell said its new plan featured stronger safety measures, including new tugboats, an extra helicopter, more supply vessels and better oversight of its contractors.
“All to say we’ve taken a critical look at the experiences we’ve had in Alaska over the last several years and this exploration plan takes those learnings into account,” it said.
